Careful of the sources

On Wednesday, an 8-year-old boy killed his father and his father's friend with a 22-caliber rifle. Wow. Now, this is an article that caught my attention.
Even though the event happened in Flagstaff, Arizona, I wanted to read til the end, and good thing I did. Because, from class last Wednesday, I remember talking about whether or not some sources are good to talk to considering what position they play in the event. At the end of his article, I noticed that the journalist had put, "Family members declined to speak on the record."
Now, that makes me wonder if the journalist really went to the family and asked them questions, and if he did, what did he ask? Was it against the Code of Ethics? I guess that is something I will never know. But just the fact that the journalist wrote that in the article makes a person wonder what really happened with those sources?
